PACE Health Access provides:
- Outreach and health insurance application assistance to any person who would like to apply or renew for a MassHealth or a Massachusetts Health Connector plan with a Certified Navigator.
- Additional assistance is available for those applying or seeking assistance in managing Medicare Supplemental Programs, Medicaid, and Retiree Medical Insurance with a Senior Specialist (SHINE Counselor).
- MassHealth is a state and federal-funded health insurance program with a full range of benefits. Eligibility is based on income and family criteria.
- The MA Health Connector is a state-based marketplace that offers a range of health insurance plans based on eligibility for subsidized or unsubsidized plans.
- The Health Access Program provides information and assistance with navigating all health insurance needs.

SHINE Counselors provide all Massachusetts residents and caregivers free health insurance information and counseling. People who have Medicare or are about to become eligible for Medicare can meet with a specialist to learn about the available benefits and options.

New MassHealth Renewal Process
MassHealth sends notices throughout the year indicating when you need to renew and the steps you may need to take.
What will households need to do?
Households must complete the “Annual Eligibility Renewal” to find out if members are eligible for coverage through MassHealth.
MassHealth continues your household’s current coverage for up to forty-five days from the date of the letter while they wait for you to renew your information. After they process your completed renewal application, MassHealth will send you another letter to notify you and members of your household that you still qualify for health coverage through MassHealth, CMSP, or the HSN.

Access to Health Insurance is Still Available
You can apply and enroll in MassHealth insurance at any time during the year.
If you are newly eligible for ConnectorCare Plans (subsidized public health insurance) you can apply and enroll at any time during the year.
You may qualify for a “Special Enrollment Period” if you have a qualifying life event, such as a marriage, the birth of a child, losing a job, becoming a Massachusetts resident, etc. You will need to apply and enroll within 60 days of that event.
If you are currently on MassHealth and receive a Renewal Notice, it is important to enroll by the deadline noted in your letter from MassHealth or you may experience time without health insurance.

You May Qualify for Help Paying For Health Insurance Coverage Through Programs Like MassHealth or a ConnectorCare Plan
If you think you qualify for a health insurance subsidy, you can apply at any time, even outside the open enrollment period.
For those who do not need financial assistance to pay for health insurance, there are some conditions, known as qualifying events, that allow people to apply for insurance, such as having a new baby or experiencing a change in your employer-sponsored insurance.
Financial subsidy is based on income, and generally anyone who makes less than 400 percent of the Federal Poverty Level is eligible for subsidy. That means anyone making less than $45,960 a year, or a family of four earning $94,200 or less can qualify for subsidies.
